Compare to Sebastopol with a chain link park where a real square could be and a fantasized hotel that will never be built and would not allow locals into the rooftop bar anyway.

An almost immediate thought was of a community creation by analogous far-thinkers in the village toilet in Kawkawa, New Zealand. It was created without government funding by local shop keepers reflecting the reality of public toilets and tourist attraction.
West County visitors eat and drink, but “own” such only briefly….
