When I lived in Alameda County, the combined tax rate was 10.75%. I am puzzled by a 10.25% cap. Can you tell me when this California sales tax cap was initiated ?

According to state sales tax agency, “California’s base sales and use tax rate is 7.25%. By law, the combined rate of all district taxes imposed in any county must not exceed 2% (which would bring the total tax rate to 9.25%).” The 10.25% cap is peculiar to Sonoma County. I don’t know why. Legislation is required if jurisdictions plan to exceed that cap. The jurisdictions mentioned in the article that exceed the cap—Alameda among them— had legislation passed that enabled them to do so.
